Properties Required for Social Leasing by Dublin City Council


Introduction
The Affordable Homes Partnership (AHP) is assisting Dublin City Council (DCC) to source properties that will be used to accommodate individuals and families who qualify for social housing support.  The intention is that DCC will lease suitable properties from owners for a period of between 10-20 years. 

Please note – if properties have previously been submitted to Dublin City Council for a social housing initiative, or, are the subject of negotiations/discussions with a voluntary or cooperative housing body, they will not be considered.

 

Property Requirements
An overview of the property requirements is set out below:

1. Location

  • Within the administrative area of Dublin City Council: See Map of Dublin City Council Area.
  • In areas which do not have a high density of social housing.
  • Preferred areas
    Southside: D2, D4, D6, parts of D8 & D10, D12
    Northside: parts of D1, D3, parts of D5 & D7, D9, parts of D11 (limited numbers in D1 and D7)

2. Developments

  • Developments with good mixed tenure are preferable.
  • No more than 10 properties in any one development are required.
  • A limit of 10% of social housing in any one block within a development.


3. Property Types

  • Approx. 70% one-bed and 30% two-bed properties are required. A small number of larger properties may be considered.
  • Bed-sits will not be considered.
  • Newer properties are preferable – less than 5 years old. Ideally with Homebond or Premier Guarantee.
  • However, properties up to 20 years old will be considered, including refurbished properties. Lease periods may be shorter for older properties.
  • Properties must be in very good condition and will be subject to inspection. Inspections will be carried out by the Dublin City Council. Properties must be compliant with the Housing (Standards for Rented Houses) Regulations 2008. See Housing Regulations 2008
  • The requirement is for unfurnished properties.


Lease Terms

  • The owner will retain responsibility for structural insurance, structural maintenance and structural repair.
  • DCC will manage and provide support to its tenants and will maintain the property internally for the term of the lease.
  • DCC will pay a rent equivalent to 80% of the market rent. Payments will be made quarterly in advance. Rents will be determined through discussion with Dublin City Council.
  • Periodic upward and downward rent reviews will apply.

You will be contacted to discuss your submission in more detail. If the property is in a location where Dublin City Council has housing need, your property will be inspected for suitability for the scheme. Once the property passes the inspection process, discussions will occur on the contract between Dublin City Council and the property owner.
